Most of the content is of this chapter does not differ from any standard project cycle management guidelines. To me the whole chapter should be substantially shortened or put in annexes. I guess that most of the practioners working on community development know about the problem tree, what SMART means and so on. Moreover, in some part the chapter looks like a training tool rather then a ready-to-use guide.

This project is sponsored by the IASC Cluster Working Group on Early Recovery (CWGER) and, in particular, is being funded with the resources allocated to the CWGER by the Government of Norway. The CWGER is a group of 24 UN and non-UN active global partners from the humanitarian and development communities, with UNDP designated as Cluster Lead. The CWGER has the role of developing, if there is a gap, and providing to the field-based partner agencies those tools, resources, services and support that are needed to plan and implement early recovery.
