1. Overall the quality of the material is very good: substance fits the required standards and the expectations, and as learning material is very easy to read. Congratulations!
2. MORE RECOVERY-SPECIFIC EXAMPLES, rather than examples referring to a development setting; where possible I have substituted development-specific examples with recovery-related ones;
3. MORE COHERENCE: The LER context is determined by a set of territorial assets/resources that we call “territorial capital”. The territorial capital is the “starting” and “ending” point of the recovery process: it has been damaged by the crisis, but still represents an asset and offers opportunities; the recovery process capitalize on such resources and opportunities and aims at recovering the territorial capital that has been damaged or lost. In guide 1 I have suggested you to adopt the territorial capital as the focus of the LER approach. The territorial capital would therefore become the trait d’union among the guides and across the LER process: for instance in Guide 2 we describe how to assess the Territorial Capital, in Guide 3 we provide guidance on how to define strategic objectives and plans for the recovery of such territorial capital and so on. The territorial capital comprises the following categories (see attached a more detailed description):

b. Natural capital
c. Economic and financial capital
d. Institutional capital
e. Infrastructure and physical capital
f. Cultural and social capital
g. Temporary capital
4. REFERENCES: Explicit reference to complementary tools and documents has to be made whenever they are mentioned (e.g. LAT, Value chain analysis instruments and training, etc.). In addition to that, when referring to materials developed in the framework of a country-based project, please make explicit reference to that. In any case, when you are using guidance/information/other type of content extracted from other publications, please quote the source.
