- For each guide I suggest to add an indicative time frame, e.g. guide two 3 months

- Add MoU signing in this chapter

- If possible minimise the writing and add assessment formats and table in toolkit form

This project is sponsored by the IASC Cluster Working Group on Early Recovery (CWGER) and, in particular, is being funded with the resources allocated to the CWGER by the Government of Norway. The CWGER is a group of 24 UN and non-UN active global partners from the humanitarian and development communities, with UNDP designated as Cluster Lead. The CWGER has the role of developing, if there is a gap, and providing to the field-based partner agencies those tools, resources, services and support that are needed to plan and implement early recovery. The LER Learn&Practice; Package is one of the deliverables of the CWGER for the year 2008.
