[ref. page 1] I assume it is covered in an introduction, or it has been discussed previously, but what I miss here is an explanation of when LER comes into play and how this is situated within humanitarian relief, early recovery, recovery and development – Alfredo’s diagram with explanation might help. Even during a conflict situation the reader should know if LER can function and at what point in a crisis it is appropriate to introduce it. As the chapter begins with “Once it has been determined that the LER approach will be taken….”, I assume this means that an introduction will lead us into the Guide 1 starting point.

In fact the description of what LER is, in which settings is applied, how, for what purpose and for whom, will be provided in the LER Guides Reader (or Guide 0).

[ref. section 1.1] Recovery should be nationally owned whether there is a need for large external inputs or not, therefore I would suggest reversing the groups starting with the national and then moving to the international support, although I understand that access to funding and expertise may make the existing order more realistic. [/b]

Good point. We can certainly reverse the order.
